Can we eradicate terrorism without developing a global vision and cooperation and tackling its underlying causes?\u0026nbsp;\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003ECountering terrorism and extremism in all its forms and manifestations in an effective manner is at the top of Turkey’s agenda. Across the world, both terrorism and extremism pose a crucial threat to peace, security and stability. Addressing these challenges requires an effective and honest cooperation of the international community.\u0026nbsp; In order to contribute to the global efforts to this end, Turkey actively engages in the Global Counter Terrorism Forum (GCTF) as well as in the anti-DAESH coalition.\u0026nbsp; In fact, Turkey has been the only member of the coalition to put a chest-to-chest combat against DAESH in Syria. On the other hand, in order to effectively respond to these challenges, the root causes including failed states, economic inequalities, social injustice and lack of resources, fragilities and vulnerabilities need to be addressed. We need more resilient and stable states and societies, as well as inclusive\/comprehensive economic growth in order to achieve sustainable development goals and social justice.\u0026nbsp;\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003EReinforcing the security and stability in her region is also one of Turkey’s main foreign policy priorities.\u0026nbsp; One of the key impediments in this regard is the Syrian conflict. Over the past 10 years, the country became home for terrorist organizations, terrible destruction and human exodus. Conducting three military operations so far, Turkey took action on the ground to clear more than four thousand square kilometres from terrorist organizations. Thus, the land domination of DAESH ended, allowing more than 400.000 Syrians to return to their homes. This action has also strengthened territorial integrity of Syria, which was under the attack of both DAESH and PYD\/YPG, the Syrian offspring of PKK. Turkey only uses military means to provide for her security, also works hard at the diplomacy table to find a political solution based on the political unity and territorial integrity of Syria, in compliance with the UN Security Council Resolution 2254. The Astana mechanism initiated with the two major players on the ground, Russia and Iran, was meant to serve this end. Last but not least, opening our doors and resources to the Syrian people escaping from the horrors of war, we saved millions of lives. We continue to host 4 million refugees, out of whom 3.5 million is Syrians.\u0026nbsp;\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003EUnfortunately, our preoccupation regarding our immediate neighbourhood is not limited to the Syrian crisis. In the recent past, a new tension has arisen in the Eastern Mediterranean due to the maximalist claims of Greece over maritime boundary delimitation. Actually, Greece is claiming a continental shelf of 40 thousand of square kilometres for a tiny Greek island like Meis (Kastellorizo) of 10 square kilometres, situated at 2 kilometres away from Turkey and 580 from Greek mainland, thus cutting off Turkey’s access to high see and her own maritime zones. The recent pandemic taught us once again how interdependent we all are and that unless we all are safe, none of us is. With this understanding, we extended assistance to 153 states, including EU members and even the US, and also eight other international organizations worldwide. We are currently ranked as the second in global medical assistance. There was not a whiff of corruption or incompetence around Arauz in his decade of service; when Correa left office, Arauz went to Mexico to pursue a PhD at the National Autonomous University of Mexico (UNAM).\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003EFar behind Arauz in the polls is Guillermo Lasso Mendoza, the candidate of the right. Lasso, who is a wealthy banker, had run against the current President Lenín Moreno in 2017 but lost. He is the consensus candidate of the right wing, which cannot seem to advance his standing in the polls. He sits frozen at 32 percent.\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003EThose polled said that Arauz was by far the most attractive candidate. But, if the ruling bloc in Ecuador has its way, Arauz will not be sworn in as the next president of the country next year. They will use every means to suffocate democracy in their country.\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003E\u003Cb\u003ECorrea and Moreno\u003C\/b\u003E\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003EThe government of Rafael Correa, who is now living in Belgium, attempted to move a broadly left agenda while in office from 2007 to 2017. The Citizens’ Revolution that Correa led passed a progressive constitution in 2008, which put the principle of good living (buen vivir in Spanish and sumak kawsay in Quechua) at its heart. Government investment to strengthen social and economic rights came alongside a crackdown on corporate (including multinational) corruption. Oil revenue was not parked in foreign banks, but used to invest in education, health care, roads, and other basic infrastructure. From Ecuador’s population of 17 million, nearly 2 million people were lifted out of poverty in the Correa years.\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003ECorrea’s government was anathema to the multinational firms—such as the U.S.-based oil company Chevron—and to the Ecuadorian oligarchy. Chevron’s dangerous case for compensation against Ecuador, brought before Correa took office, was nonetheless fiercely resisted by Correa’s government; the Dirty Hand (Mano Negra) campaign put enormous international pressure against Chevron. Chevron worked closely with the U.S. embassy in Quito and the U.S. government to undermine Correa and his campaign against the oil giant. Not only did they want him out, but they wanted the political tradition of the left—called Correistas by shorthand—out as well. Moreno, who was once close to Correa, switched sides and became the main instrument for the fragmentation of the Ecuadorian left.\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003EIn the election of 2017, Moreno defeated Guillermo Lasso, who is running again in 2021. But, within a short time, Moreno sharply moved rightward. He worked closely with Lasso in the National Assembly to undermine each advance made by the government of Correa. They defunded education and health care, withdrew labor rights and rights to housing, wanted to sell off Ecuador’s refinery, and deregulated parts of the financial system. A consequence of these policies has been Ecuador’s appalling response, including accusations of deliberate undercounting, to the COVID-19 pandemic.\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003E\u003Cb\u003EAttack on the Correistas\u003C\/b\u003E\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003EMoreno and his right-wing allies needed to inoculate themselves from any criticism. They went on a frontal attack against the Correistas.\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003EThe first battleground was to fragment the Correista political organization and to deny the Correistas a political platform. A February 2018 referendum was barreled through the country that allowed the government to destroy the democratic structures of the Consejo Nacional Electoral (CNE), the Constitutional Court, the Supreme Court, the Judiciary Council, the attorney general, the comptroller general, and others. With the assistance of the CNE, Moreno divided and took control of Correa’s party, the Alianza Pais.\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003EWhen the Correistas tried to regroup and form a party, the institutions of the state blocked them. They said that the proposed names were misleading or that the signatures collected were invalid. By 2019, the Correistas used the Fuerza Compromiso Social platform to run for local elections in 2019. This platform was then banned in 2020.\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003EIn Brazil, the oligarchy prevented former president Lula from contesting the 2018 election; that process resulted in a new concept, lawfare—using the law as a political instrument. The same sort of lawfare was used in Ecuador to ensnare Correa and to prevent him from running for office. Correa was accused of bribery—with the bizarre notion of “psychic influence” (influjo psíquico) at the root of the case. The eight-year sentence inflicted upon him prevented him from running for office in Ecuador; that he was in Belgium meant that he could not, however, be arrested and imprisoned.\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003E\u003Cb\u003EElection of 2021\u003C\/b\u003E\u003C\/p\u003E\u003Cp style=\"text-align: justify;\"\u003EThe Correistas, using their platform of Union for Hope (Unión por la Esperanza), made an alliance with the Movimiento Centro Democrático to be able to run a candidate for the presidential election of 2021. In the end the people will bear the cost with austerity cuts. Biden is just the latest instalment in a series of “liberal” politicians full of promises to deliver security. Mullik says it was Jawaharlal Nehru who guided the IB in the art of fixing intelligence priorities by regularly addressing its officers. He gave them a wider perspective of how intelligence, especially foreign intelligence, not only protected nascent democratic countries but also allowed them to gain influence in the game of power politics. On April 11, 1955 Air India’s “Kashmir Princess” to Jakarta, carrying delegates for the Afro-Asian Conference in Bandung, crashed into the sea. China’s Prime Minister Zhou Enlai, who was to have been on the flight, escaped since he cancelled his trip at the last moment. Investigation revealed suspected Taiwanese involvement through an airport cleaner, who planted American made MK-7 detonator. Years later, a French source revealed that Zhou, who was the founder of Chinese intelligence, was alerted in advance by his sources.\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\n\u003Cbr \/\u003E\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\nAdvertising\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\nThe 1971 Indo-Pak war which split Pakistan was the high point of Kao’s career. However, the task was not easy as Kao had to face bureaucratic hurdles at every stage in 1968 to create a separate foreign intelligence unit. He used to tell me that apart from old colleagues’ obstructive tactics, he also had to overcome a scheming deputy secretary in the Cabinet Secretariat, who would whittle down all higher level decisions on financial, administrative and operational issues.\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\n\u003Cbr \/\u003E\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\nKao founded the Research and Analysis Wing (R\u0026amp;AW) in 1968 and headed it till 1977. Within a short time after setting it up, he was able to recruit a large number of persons with special skills, not available through normal bureaucratic channels, with great results. He hired a retired army officer whose unit could intercept advance intelligence on Pakistan’s pre-emptive air attack on December 3, 1971. The satellite monitoring facility set up by his part-time aide, who was working full-time in another technical department, came in handy even later during the Pakistan’s clandestine nuclear bomb project period.\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\n\u003Cbr \/\u003E\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\nKao would not agree to record his significant role in creating Bangladesh. Former minister Jairam Ramesh has done a great service in unearthing the historical record of the 1971 operations while writing his seminal biography of P N Haksar (PNH). He could find from PNH’s archives the latter’s proposal to the prime minister to make Kao the coordinator of a high-level committee on deciding aid to Bangladesh freedom fighters. Indira Gandhi issued the order on March 2, 1971, constituting this committee designating Kao as the convenor.\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\n\u003Cbr \/\u003E\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\nKao was at his best while interacting with foreign intelligence chiefs with whom he cultivated personal bonds. Volumes could be written on his silent contribution in building up high-level relationship to protect and expand our strategic interests, achieving what normal diplomacy could not. Mossad chief Nahum Admoni has told me that he was an admirer of Kao. I was a witness to Kao’s personal friendship with the then French external intelligence chief, Le Conte Alexandre de Marenches, the colourful aristocrat, nick named “Porthos” because of his size, who held the longest tenure of directorship of the French external service SDECE, now called DGSE.\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\n\u003Cbr \/\u003E\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\nIt was Marenches-Kao-Nematollah Nassiri (of Iran’s Savak) who conceived the idea of “Trilateral cooperation” between France, India and the Shah’s Iran in the mid Seventies to carve out an independent role, to offset the growing US-USSR rivalry in the Indian Ocean. Unfortunately, this secret project could not last as Kao demitted office in 1977, Nassiri was killed by the Khomeni regime in 1979 and Marenches was sacked by President Mitterand.\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\n\u003Cbr \/\u003E\u003C\/div\u003E\n\u003Cdiv style=\"text-align: justify;\"\u003E\nWhen Indira Gandhi returned to power, she made Kao the senior security advisor in 1981. Kao was the first to conclude that it was not enough that intelligence is collected through different agencies but that somebody should coordinate and arbitrate the output before presenting it to the policy makers. He thus set up the foundations of a future National Security Council system by establishing a “Policy and Research Staff” (PARS) to function as a think tank and policy adviser to the government. In doing this, he practised what Henry Kissinger said much later: “The Security Adviser’s contact with media and foreign diplomats should be to the minimum.
