Norway came in like a bull in a china shop and made matters worse for Sri Lanka and the Sri Lankan Tamils by buttressing the LTTE, by supplying it with communication equipment, possibly arms, as well as a place in the international stage, even though this LTTE was a mafia organization led by a dangerous killer.
The LTTE hijacked the Tamil nationalist movement and assisinated its leaders, and Norway gave credibility to this hijacker outfit.
